Western Governors University — Director, Service Management

Western Governors University is a non-profit, accredited, competency-based university and the nation's largest degree-granting institution. Brian Jolley was hired in 2016 when WGU had fewer than 50,000 students and played a key role in scaling service capacity as enrollment grew to over 180,000. As Director of Service Management, Brian led Knowledge Management, Problem Management, CMDB, Enterprise Systems, and Communications Infrastructure teams — overseeing a $4.5M annual budget and 30–40 direct and indirect reports. He was accountable for critical university-wide systems including ServiceNow, Genesys Cloud, and Jira/Confluence.

Western Governors University — Director, Software Quality Assurance

Brian Jolley was hired to build WGU's software quality assurance practices from near-zero. He designed and implemented QA architecture including automation, shift-left strategies, and standardized quality metrics. He instituted standards requiring acceptance criteria, test plans, and documented test results before any code could advance to staging or production — a non-negotiable gate that forced upstream discipline through engineering and product ownership.
